Cele said it himself: ‘Dog walkers will be punished – bark my words’
One of Police Minister Bheki Cele’s pet hates, is, uhm, dog walking during lockdown — and a woman from Three Anchor Bay in Cape Town discovered this the hard way when she was arrested by a squadron of officers who implemented some “ruff” justice.
One of the police minister’s first lockdown regulations was that dog owners immediately cease and desist from walking their furry friends, much to the chagrin of, well, everybody.
A photo — which captured the imagination of many South Africans — emerged over the weekend of a woman playing hide-and-seek with a policeman with her little white dog in tow.
An eye-witness, who also took the photo in question, resident Candice Botha, said the woman seemed visibly distressed by the reaction of the police.
“Three cop cars had pulled over with at least seven cops following a lady who was walking her dog. When we looked out, she was trying to walk away from them, saying something along the lines of ‘she lives right there and she’s just going to go home’.
“I think she was frightened by the number of police, and in her panic, she repeatedly tried to get away from them. One policewoman grabbed her shirt as she was trying to run away,” said Botha.
The woman was being remanded by about 12 officers, according to Botha, who said that she made a break for it at one point, leading to the infamous shot doing the rounds on social media.
“She sat down on the ground and didn’t want to cooperate. Finally, she ran down the alleyway out of our line of sight and was followed by police on foot and in a van.
“We never saw the arrest, but after a few minutes, a police van came back around the corner with her sitting in the back,” said Botha.
Following up on a lead
SAPS spokesperson Brigadier Vish Naidoo confirmed that the incident had indeed taken place.
“A 52-year-old woman was arrested and fined R1 500. She has an option to pay the fine at the nearest police station, or go to court on an assigned date to contest the charge. I don’t know if she’d paid or not,” Naidoo told TimesLIVE on Monday.
Describing what happened from the South African Police Service (SAPS) report, Naidoo said police were on patrol to nab lockdown rule-breakers.
“They [police] were getting complaints in that area. Complaints of people walking about and walking their dogs and so on.
They were on patrol [on Sunday] and saw this woman indeed walking her dog. The complaints were not specifically about her, but about the area in general,” he said.
