The Harare City Council has begun installing surveillance cameras on roads at a time when most of the city traffic lights are malfunctioning.Council yesterday said it was a pilot project they got into in partnership with TelOne.

The pilot project started with installation of the lights at corner Jason Moyo Avenue and Simon Muzenda Street to monitor traffic violations.Some residents have questioned the rationale of mounting cameras at malfunctioning traffic lights.

“How can council place a surveillance camera next to a malfunctioning traffic light?“Instead they should fix the traffic lights for the country’s safety,” said Tinotenga Mutumba a resident.Another man who preferred anonymity criticised the project saying the council’s priorities are pretty confusing.

“While the world is focusing on preparing for the Coronavirus our council is focusing on surveillance cameras whilst we do not even have clean water,” he said.Electrical Services Engineer Calvin Chigariro said City of Harare had partnered with Telone, their technological partners to implement a pilot project on traffic enforcement.

The Council’s Corporate Communications Manager Michael Chideme defended the council saying council was a multi-faceted organisation that can work on many projects at the same time.“The Council did not use any money on the project since it was a partnership and also a pilot project,” said Chideme.

The pilot project is said to be monitoring traffic violations and also to see if it is possible for council to be working with ZRP and ZINARA in monitoring traffic violations.

Eng Chigariro also said they will seek a mandate from their principal to enter into negotiations with TelOne that may lead into the implementation of this project throughout the city.“They (cameras) will also come in handy on the enforcement of law or just public surveillance and not only limited to just traffic enforcement.”
